The Hostler Agreement does not have provisions for stepping up the Helper into the Hostler Position when it becomes vacant. The XH31 board was created to protect the Stick Position.
Wording:
In accordance with CMS mishandling I was called off the Hostler extra board to fill a Helper position because CMS stepped up the helper into the foreman spot. Claim 100 penalty account John Smith was stepped up improperly for the Hostler position I protect.
